While some lower-level soldiers are being prosecuted for prisoner abuse, there is a serious lack of accountability up the chain of command. Meanwhile, we have no indication that the administration is enforcing the new ban on abuse and cruel treatment that was proposed by Senator John McCain and others - and that overwhelmingly passed the Congress.
