The short explanation of this alert was:

A new report by Human Rights First shows that of the dozens of detainees killed in U.S. custody, only 12 cases have resulted in any kind of punishment. The steepest sentence for a torture-related death was five months. Furthermore, no higher-level officials have been charged with a crime.

This problem must be fixed if we want to bring an end to torture and cruel treatment in U.S. facilities. The President should adopt a zero-tolerance approach to commanders who allow unlawful conduct to persist on their watch. President Bush must immediately and fully implement the Sen. McCain's ban on cruel, inhuman and degrading treatment.
